I had the progam working, then tried to move it to a different location by removing the original and unzipping it there. When I click on the launcher, I get the following error:

"Cannot find 'libpng13.dll, please re-install this application"

When I scan I find the dll file mentioned, but apparently its in the wrong place.   

Any help is appreciated.

That file is included in the Lineage Justice download. You're just missing files. I would recommend redownloading the full installer, and extracting it. That's all your issue is.
